A Review of the Preliminary Feasibility Analysis Report on the KSLV-III Program 차세대발사체개발사업 예비타당성조사 보고서 분석

Abstract

In the preliminary feasibility analysis report on the KSLV-III program, the purpose of the project, the selected system configuration, and the opinions discussed by external advisors during the analysis period were identified. The next-generation launch vehicle will be sized to carry a 1.8-ton lunar lander to a lunar transfer orbit, and it will be developed and launched three times in the next 10 years with a total budget of 2 trillion won. As a result of the report, the cost-benefit ratio of 0.429 was justified after the number of launches was increased from two to three to account for the risk involved with the new vehicle. However, it should be kept in mind that the use of KSLV-III is limited only to the lunar mission until 2040.

차세대발사체개발사업 예비타당성조사 보고서에서 사업의 목적부터 시작하여 선정된 시스템 구성과 조사 과정에서 외부자문단에 의해 논의된 의견 등을 확인하였다. 차세대발사체는 1.8톤의 착륙선을 달전이궤도에 올리기 위해 설계되어, 10년 동안 약 2조 원의 예산으로 개발되어 3회 발사를 수행할 예정이다. 예비타당성조사 보고서는 새로운 발사체의 위험성을 고려하여 발사 횟수를 2회에서 3회로 증가시키는 변경 후에 0.429의 비용편익을 추산하였다. 하지만, 2040년까지 차세대발사체를 활용할 수 있는 수요가 달탐사 임무뿐이라는 것은 개발기간 동안 지속적으로 고민되어야 할 내용이다.
